This is linked to on the help page, but has no content. It would be a good place for:

• Have notes of when editing versus page creation/upload files is available to a user
• Suggestion for content and formatting
  • Where and how to do things like uploading with links and possibly images
  • link (and explain difference?) of Template:Populace http://wiki.antir.sca.org/index.php?title=Template:Populace
• An example or multiple examples of this filled out?
